What is the HRDCorp SBL-Khas Scheme?
The HRDCorp SBL-Khas scheme, effective from 1 April 2021, allows registered employers to claim training costs directly through HRDCorp, supporting businesses in enhancing workforce productivity, competitiveness, and revenue.

Employer Registration with HRDCorp
Do I Need to Register with HRDCorp?
- Mandatory Registration: Employers with 10 or more Malaysian employees contributing to KWSP/EPF & SOCSO must register with HRDCorp. The monthly levy is 1% of the employees’ monthly wages.
- Optional Registration: Employers with 5 to 9 Malaysian employees have the option to register, with a monthly levy of 0.5% of employees’ wages.
How Do I Register:
- New Employers: Complete Form 1 and attach all required documents. HRDCorp will review your application within 2 days, and a confirmation email will be sent to your company.
- Registration Resources:
Failure to register within the stipulated time may result in penalties, including fines up to RM 10,000 or imprisonment for up to one year.
How to Apply for HRDCorp SBL-Khas Grants
Employers can apply for the HRDCorp SBL-Khas grant by following the guidelines provided by HRDCorp. These guidelines detail the necessary steps to secure funding for eligible training programs.
How to Claim HRDCorp SBL-Khas
After training completion, employers must submit their claims through HRDCorp. Ensure that your training provider’s claims are pre-approved by HRDCorp to facilitate the submission process.
Expansion of the Pembangunan Sumber Manusia Berhad Act 2001
Effective from 1 March 2021, the Pembangunan Sumber Manusia Berhad (PSMB) Act 2001 has expanded to include more industries under HRDCorp’s coverage, aligning with Malaysia's 11th Malaysia Plan (11MP). This expansion aims to boost the number of skilled workers in Malaysia, increasing eligibility for HRDCorp training from 2.5 million in 2020 to 6.1 million by March 2021.
Employers in the newly included sectors received a three-month levy exemption from 1 March to 31 May 2021, with mandatory registration beginning on 1 March 2021.
